Re your last, I suspect that the capability might be there. What might turn out to be lacking is the encouragement, financial or otherwise, that or perhaps it's simply a case of nobody in industry having thought about it.

I imagine it would be easier to "print" a vernier sextant than it would be to similarly do a micrometer sextant, fewer moving parts.
