There are several pages of examples which one needs to look at in order to work the diagram, but here is the summare on p50:
---------"Houseboat of Time." To summarize the different kinds of Solar Time, the schematic "Houseboat of Time" in Fig 35 may be useful in converting one kind of time to another. For directions in using the Houseboat, always go from one to another corner of the boat around the boundaries, as indicated by the arrows, and never through or across the Houseboat. Then it is easy to obatin another particular Time which corresponds to any given Time.

It is sort of like the acronym for converting bearings, True Virgins Make Dull Company at Weddings (TVMDCAW) which is useful only after one already throughly understands the different bearing measures and has a gut feel for the relationships. Thus both TVMCAW and the houseboat are utterly incomprehensible until one has studied them closely, but after that they are a useful tool for an experienced navigator to avoid an error.
