It makes sense. I had a student who went into active duty in the Air Force post 9/11. Her job was to figure out a way to disrupt GPS using only information available on the web. Evidently her team succeeded brilliantly. I don't know the details, but she's given some seminars on the unclassified parts of the exercise.
