    In the artillery we called what you described as "artillery rounding." You always round to the nearest even number. The reason is that later in the computation you may have to divide by 2 so this is less messy and makes no difference in practical computations.

    A good rule for rounding DDD° MM' 03" and other odd multiples of 03" is to choose whichever tenth of a minute is even.
    Thus,
      21 47 03 (or 21 47.05) becomes 21 47.0
      21 47 09 (or 21 47.15) becomes 21 47.2
      21 47 15 (or 21 47.25) becomes 21 47.2
      21 47 21 (or 21 47.35) becomes 21 47.4
    etc., etc.
