According to my Hughes, in your earlier post (9122) you seem to have used the Table I results for 39 deg North. Not 40 deg. Plotting your results from 9122, AP Lat 39 deg N, Long 77 deg 49.6 W, a=21 deg 20.0 min - 20 deg 24.3 = 55.7 nm Toward, gives, as expected, the same LOP. (See attached.) I agree with your most recent.
