Need not be expensive or voluminous. A pack of 'Boat Charts' usually included in ships' lifeboats, one for each ocean, should suffice. These shouldn't be hard to obtain, with a little imaginative Googling.
And, of course, simple plotting instruments, such as a Douglas protractor, dividers and 2B pencils. An excellent source of supply of these latter are the IKEA stores, of which there are sufficient around the globe. They're pre-sharpened, and free!

The science-art of navigation requires that 'data' gained by observation - and refined by various means - requires skilled reflection in context. In a real sense, not only 'this is where I believe I am' but also 'this is where I reckon I am in relation to hazards, destinations, other points of interest/significance.'
To my mind, that requires charts.
