    Of course you can use all possible pairs, but this will not alter your result 
    for the IC under normal circumstances.
    So there is no point of doing this. You will never get any difference greater than your sextant accuracy.
    Unless some of your measurements are real blunders which is usually visible without any calculation,
    and such result should be simply discarded.
    
    Remember that when Cel Nav was actually used, no computers and no calculators were available,
    so people tried to minimize the number of calculations.
