I saw that headline earlier today, too, but it turns out it's a little misleading. Apparently the charges have not been dropped; they have been downgraded. Rather than facing prosecution under an anti-piracy law (yes, the GUARDS were to be prosecuted as pirates... Oh, the irony!), the Italians will be prosecuted under a different law that does not lead to the death penalty.
