I may be misunderstanding you, but it sounds like you're suprised that copilot provided you with a correct algorithm but then could not "apply" it correctly, and gave you an incorrect predicted result, is that right? If I'm right, then you should definitely not be surprised by this. This is a very common failure mode for large-language-models. It might be interesting to try using a prompt that asks copilot to "show its work", by describing the intermediate steps at each step of the algorithm. It's possible that this will suddenly start generating the right answer, or at a minimum give you some insight into the issue.
