Proficiency in Celestial navigation is required both at the operational and management level of all merchant marine officers world wide. This is required by the STCW convention. You used to prove yourself by passing exams and answering plotting problems. Now, you not only have to pass the exam, you also have to prove to a qualified assessor that you can actually do them.
Operational level skills include azimuth or amplitude of stars, planets or the sun; LOPs', LAN, sunrise/sunset, and celestial running fixes.
Management level skills include ex-meridians, non-solar transits (upper and lower), fix by high altitude sights of the sun, ID of minor stars, star selection, as well as the operational level skills.
