    I  just made a quick sketch and your idea seems ok to me.  How about standing beside the laser level  placed  at a slightly lower elevation, and measuring the distance  downward to laser beam?  Go to the building where the reflecting mirror is, measure upward and scribe a line (strech a string,etc). Drive a stake in the ground directly under the laser.Stand over the stake and bring the celestial body down to the string line. Seems ok.
     
    As a check, get a hose and fill it with water. Stand over stake, one end by your eye, the other end at your line on the wall. Should be the same. 
     
    I thought about doing your idea, more or less , with my total station. I would carefully set it up on my deck at eye height. Set "zero" degrees and hang several targets at " 0"  100 ft away  in the woods  behind my house (nail targets to trees).  Try to bring celestial body down to a  connecting  " string line". I planned to use a taut rope between the targets. Never tried it.

    I was thinking about using a laser level as an artificial horizon. I could set the level on a tripod at the same height as my eye and have it project the beam onto my fence, garage, etc. Then, I just have to bring the celestial body down to the laser line, right?

    Info on a random level on the Home Depot's website states that it has an accuracy of 1/8" at 30 feet. Am I correct in my calculation of 1.19 minutes of arc? If so, I think I could tolerate that.

    Thoughts, anyone?
