Here is the response I received:
Thanks for your feedback.
The email capability from USNO DC and USNO Flagstaff was not working on
Nov 24, 2016; and so the EOP C/P Division could not email the Bulletin A
using normal methods (i.e., we could not email from
ser7[at]maia.usno.navy.mil and nor from ser7[at]toshi.nofs.navy.mil).
So, we used an emergency email address eopusno[at]gmail.com to get the
Bulletin A to users. Unfortunately, some email providers regarded this
information as spam.
Yes, it was a genuine email.
We do not anticipate using this email address in the future; we hope it
was just a one time occurrence.
