    Class one geodetic 'astronomical' theodolites such as the Kern DKM 3a and the Wild T4 are the best in accuracy you will get  for a portable instrument and they can be read to 0.1 seconds of arc. But given the limitations on timing the observations, getting the instrument level and achieving 0.1 arc second optical resolution with a 60x scope, actual observations never achieved this level of accuracy.
