You are right. The first calculation presented here had two errors. One was for declination that was taken for 12:12:05 UTC. The second was for the value of interpolated Hc. Both are corrected in http://fer3.com/arc/m2.aspx/Latitude-longitude-around-noon-RafalO.-mar-2017-g38579.
Why did you chose UT 17:00:38?
