UT 17:00:38 is the time given in the example for the maximum observed altitude. The declination is going to be unchanged for several minutes either side of this observed maximum altitude. Even though this UT time is not the exact moment of LAN the latitude derived from this observed maximum altitude will be accurate.

Date: 2017 Mar 10, 10:55 -0500You are right. The first calculation presented here had two errors. One was for declination that was taken for 12:12:05 UTC. The second was for the value of interpolated Hc. Both are corrected in http://fer3.com/arc/m2.aspx/Latitude-longitude-around-noon-RafalO.-mar-2017-g38579.
Why did you chose UT 17:00:38?
