UT 17:00:38 is the time given in the example for the maximum observed altitude. The declination is going to be unchanged for several minutes either side of this observed maximum altitude. Even though this UT time is not the exact moment of LAN the latitude derived from this observed maximum altitude will be accurate.

The second was for the value of interpolated Hc. Both are corrected in http://fer3.com/arc/m2.aspx/Latitude-longitude-around-noon-RafalO.-mar-2017-g38579.
Why did you chose UT 17:00:38?
