Aha, so it does stop the balance. Interesting.
Weems came up with a solution in the second setting watch.
That's certainly another way to solve the problem, but one would have to be careful not to make blunders with the minutes when reading the rotated scale (ahead or behind by one minute). But such a large blunder would be detected during sight reduction.
