    I have skimmed the paper, and it is a bit over my head.
    
    Two questions please.
    
    1. If using equal altitudes over a lengthy period of time, wouldn't one
    have to account for changes in declination? I don't see that. Perhaps it
    is buried in the math?
    
    2. The author speaks of "culmination" not occurring at the meridian
    transit for the Sun, moon, or planets. Would someone please expound on why?
