If I want to know the time of noon I  can do it one of two ways. Either I look at an app on my phone that gives it to me to the nearest minute. Or I load the aeronautical almanac pdf and determine when gha = long.  I have of course previously determined my longitude by gnss! There is another way - convert longitude to time and apply the EOT and time zone. (I need to think about whether to add or substract EOT.)

I suppose that what I am doing is expressing surprise that you felt it necessary to raise this as an issue. It is a fundamental CN concept. Maybe that is the point  -  this concept is so fundamental that it should be explained on page one of any CN text.
