If you think about it, if the sun moved at 15 d per hour then there would not be an equation of time. In order for the equation of time to change the rate per hour must change. Because the EOT changes by seconds over a period of days and the sun has moved many hundereds of degrees the difference is tiny, but there. ( Yes, the earth rotates and the sun only appeares to move. )
Remember, the 24 hour day includes the earth rotating 360 degrees but also the movement in its orbit around the sun so it rotates a little more than 360 d. That little more changes from day to day depending where the earth is in its orbit - close to sun or futher away - result : EOT
