Very true, The Navy has more men on the bridge so have the look out as only look outs,no other dutys,as the book calls for. Much of the time the radar may be not used because it gives away your position, same as on the sub, no noise no ping. I may add that it's a bad practice to be in the radar scope. Radar dose not give excuse not to have adequate and proper look outs. The human eyes and ears are superior to the most elaborate machine. including radar. Captains night orders usually names a distance where any contact must be worked on a manuvering board for course speed and CPA.for a good clearence between ships.
