For profit? Those darn Communists with their profit motive! :) Kidding aside, what do you mean? Beidou's standard navigation signals will be open for normal navigation, similar to GPS, Glonass, and Galileo. You won't have to pay to use it. Both Galileo and Beidou also have higher precision services that are licensed but those are specialty products. And aren't these in the same league as the military signals for GPS and Glonass?
