Is it? The USNO's MICA program and their website both give me 19h51m41.071s or 297.9211°. Like Lars, I'm also wondering where you got a GST of 1:53:38 from. Although, your final figure of 309.889° at 18:46:47 UT is close to MICA's which is 20h39m32.5560s or 309.88565°.
I'd be happy to go over your lunars if you would post them. But, I would be using the method on Frank's "Easy Lunars" page, so I don't know how much "debugging" we could do. Still, I'm keen to try.
