Frank, it's hard to disagree with this:
Take it straight to the top. Introduce hav-Doniol to Her Majesty's Nautical Almanac Office as a wholesale replacement of the tables in the modern Nautical Almanac. Certainly this method is significantly better on every level than the miserable tables which have been published in the Nautical Almanac for thirty years.
I am sure it could be demonstated that SR using the cosine haversine formula, with well designed four-figure tables and a good pro forma worksheet is quicker and less error prone.
However, I suspect that there would be huge inertia and 'not invented here' syndrome at HMNAO to contend with. As a start, could I suggest that an article similar to Greg's in Ocean Navigator would be welcome on this side of the pond in Navigation News, a publication of the Royal Institute of Navigation.
