I have since found another reference dealing with changes to the BOT exams. The story must be read with some caution as Blackburne lived in NZ and it is a an NZ newspaper. I would like to find a copy of the British report "Departmental Committee on examinations of masters and mates of the mercantile marine."

What are the three standard works allowed into the examination rooms - Norie, Burdwood, Burtons????
A while ago while browsing the forum archives I came across a question about one of Blackburne's volumes. I cannot remember the question or the thread. The NZ National Library has an extensive set of Blackburne volumes (all?) so if the question is repeated I may be able to research it.
