    Because electronic calculators, with rare exceptions, work in decimal degrees and not ddd-mm-ss. 

    For example, see Stan Klein's Celestial Tools software.  The sight reduction portion of this incredible software shows how one would do it on a standard scientific calculator, including conversion to decimal degrees.
