George, "rtf" (and rft) are both specific file formats but I was not testing
    those.

I was testing what is colloquially called "rich text", not the actual RTF
    format.

In fact, I do not think you can send a raw RTF file over the internet, as far as
I know it must be plain text, MIME-encoded, or UUencoded in order to be passed
among the internet mail servers. I could be wrong about that.

I have seen the behavior of attachments, and messages, vary depending on which
of those three formats is used, and depending on how an image is actually
embedded, and the nature of the embedded image (i.e. what type of file it
actually is). UNIX and Mac systems will often create email differently from the
standard Windows clients. If the folks who are seeing their messages not port to
IRBS can determine which OS they are using, what email client, and what format
the emails and images are actually in, the truth may reveal itself.

(If it is an email format issue, rather than IRBS just snoozing at times.)
