Hello Geoffrey,
regarding your query about publishing unnecessary digits. This simply because this is the only way to compare totally different software results and in case of discrepancy to track down errors. For day to day life, I use Celnav data accurate to +\- 3 arc seconds so that I am sure that cumulated errors do not exceed 0.1' which as you say is the very best we can achieve with a excellent observer and a superior sextant.
