That's already done on at least one race, the Marion - Bermuda "cruising" race (more of a casual race for cruising boats than the race it alternates with, the Newport - Bermuda race which is for flat-out racing boats). Boats that do not use GPS are given a handicap advantage.

One way that could insure continued use of celestial navigation would be to give a racing sailboat a handicap advantage for using CN positioning.
