    From the Notice of Race for the Marion to Bermuda race (which will be run this summer):

    "A yacht may elect to race using celestial navigation. If a yacht elects to be
    celestially navigated, she will receive a 3% favorable adjustment to her ORR
    rating. This election must be made by May 22, 2015. See Attachment D for the
    details of the conditions that a yacht must meet to be considered a celestially navigated yacht."

    The Notice of Race (which can be found at www.marionbermuda.com/archive/2015/nor2015.pdf ) then includes a two-page appendix precisely defining what a yacht must do in order to qualify for "celestial navigation" handicap (eg, one is allowed to use GPS, but only within 20 miles of the US coast line and 50 miles of Bermuda and how that is documented).

    I tried looking for the "rules" for the Newport to Bermuda race, but couldn't find them.

    Lu,
    I was thinking more of an adjustment to a PHRF rating. I think the Bermuda race has a separate CN class (which is cool) but if PHRF is adjusted then all sailboats can compete head to head equally.

    That's already done on at least one race, the Marion - Bermuda "cruising" race (more of a casual race for cruising boats than the race it alternates with, the Newport - Bermuda race which is for flat-out racing boats).   Boats that do not use GPS are given a handicap advantage.
