Yes. Round up. When the smallest division gets to 5, or whatever is halfway, raise the next largest by one. When you divide the most precise reading you take by 2, you may get an artificially precise number. Keep in mind that even the multi-volume HO 229 and HO 214 only go to 0.1 minute so you can drop off the numbers smaller than that. There applications that require more precision but they are not normally associated with normal navigation.
