Motion Correction for Longitude: sights around Noon

I am working my way thru Hewitt Schlereth's book on noon sights.
I get the need for correction for MOO but don't understand the table in his book. Specifically I don't understand over what period the table would be good for?
I get entering with arguments for Dec & Lon and how to interpolate for each. I get the 6kt speed N or S and how to scale for other directions and speeds. Is the table only good for sights 24min before and after Local Noon which is what most of the exaples show? Or would it be good for 15min before and after? 30min?
Would adjusting the PM sight up or down by distance traveled (nm) N or S be an acceptable alternative methodology?
