Steve,

The ( -300 minutes ) is the same as -5 hours. ie. 300 minutes = 5 hours.

The noon UCT and 1900 is a mistake - it should say noon UTC is 0700 CDT ie. Noon UTC ( 1200 ) -5 = 7:00 AM ( 0700 )
