Comparing the accuracy of a Pulsar that spins at 716 revolutions per second to a Caesium clock operating at 9 billion hertz is a bit of a streach.
"If the user adjusted the index (or image) arm so that the horizon was seen through the transparent half of the horizon glass, the reflected image of the sun lined up with it and the sun's altitude could be read from the position of the index arm on the arc."
