There is a whole internet protocol devoted to telling the correct time on computers, it is called NTP (Network Time Protocol) it includes features to average and adjust clocks over long periods, estimate the error from the tier of the servers that it connects to, average between multiple time sources based on their quality, and allow these computers to also act as a server pass along the correct time to others.
