    Right out of the government edition, page 260, Auxiliary and Planning Data,
    18. Sun and Moon:
    
    "The equation of time is given daily at 00h and 12h UT. The sign is positive
    for unshaded values and negative for shaded values."
    
    I don't have my commercial edition handy but that information should be in
