Thanks for letting me know. I tried a different IP address this morning --a static IP address (cable internet) since some paranoid services treat non-static IP addresses differently. This time the GPO website didn't ask me to "find the horsie" (the usual captcha test), but it still reported "access denied".
I received this reply from GPO support:
"My apology, this title is Out Of Print and no longer available to purchase from our office."
This seems unlikely to me, and I suspect it is a canned response from their support staff. I repled asking for elevated support. We'll see... :)
