I am going to speculate here for a minute.  The ship I'm on is under US Government contract and usually around August or September, two GPO Nautical Almanacs make their way to the ship via the Fleet Postal Service.  For the past two years this has not happened. Last year I attributed it to getting lost in the nortoriously poor FPO, but when it didn't happen again this year, I began to be suspicious.  Here's where I speculate: I think that the USN has stopped ordering and shipping NA's to the fleet, so the GPO likely lost it's best customer for the NA.  I suspect that it will be pretty tough to get an GPO NA going forward.

On the flip side, I placed an order through our usual channels and received a BA NA in short order and it's functionally the same, if a bit larger, than the orange book.

As an aside, I got back in early December and it had not been ordered.  I made sure the requisition was placed and received it about a week ago.
