I recently stumbled acoss a website claiming to provide astronomical data to an accuracy of 0.3'.

The website has this to say about the PDF:
I compared the results to the 2009 version of the official Nautical Almanac and found no differences larger than 0.3´.
To me, that's a little different than simply "data to an accuracy of 0.3'". Am I somehow mistaken?
