That's a curiosity. It's one of the weakest "articles" on this topic that I have yet encountered --it barely qualifies for the word "article". This is quite unusual for GPS World, which usually has excellent, detailed journalism. It's also curious since this brief note is "old news" bringing nothing new to the table on a story which originally broke back in October 2015... nine months ago. And the limited history in it is poor. But it's summer in the Year of Stupid. My first though was that maybe someone's kid is working as a summer intern up there. But no, it turns out that this little note was written by the managing editor of GPS World. So, most likely then, what we have here is an example of a bureaucrat trying to dabble in the writing game.
