Wow! I thought I was the only one who taught this little 'sing-song', but I don't remember you as a New York City middle-schooler from my classes back in the 1980s. You're also missing the first bit. By my rendering, It should be:
"Hi hee,
Lie Beb C'noff nee,
Na m'gal sip sclar."
It's really very handy for any of the physical sciences, and especially chemistry, of course, at any level. For anyone following along and wondering what the devil we're taking about, those are the symbols of the first eighteen elements of the periodic table read in order as a little nonsense song.
H, He,
Li, Be, B, C, N, O, F, Ne,
Na, Mg, Al, Si P, S, Cl, Ar.
And for extra credit, the next line:
Koca Sky Tiv Crumin Feeco... Nicu Zinga Geeaz Seebroker.
Whimsical and useful.

PS: I have tried for two minutes and can think of no worthy connection to celestial navigation. Apologies for being off-topic!
