Perhaps I am going off at a tangent, but, Frank, your mention of ETOPS reminded me of the current Vendee Globe race (single handed non-stop around the world on very high-speed 60 foot/18.3 meter racing yachts).
The race features an ice exclusion zone well north of Antarctica, below which (or above which if thinking in terms of southern latitude) the boats must not venture. In places the zone moves northwards, not because the ice is expected to be further north, but because of the need to be within some pre-determined acceptable reach of emergency services should a boat/skipper get into strife.
