A dilemma: While I prefer the highest possible visibility foulies and
PFD, getting people to wear PFDs when they ought is a BIG problem.
"Fashion statement" PFDs are on the one hand a bad idea because of
visibility. And on the other hand if one more person wears a PFD
because they've finally found a "cool" looking one, so much the better.
Also let's not forget there are a heck of a lot of people who boat in
sheltered waters (like small lakes) where the visibility problem isn't
as great. We just need to educate them that once they get into bigger,
nastier waters, their "fashion statement" PFDs have a downside.
