Odd star brightness as seen from ISS night orbits

In this NASA ISS night-time video, we see stars near earth's limb through earth's atmosphere and others above the atmosphere against the night sky. As ISS's perspective changes, stars rise from behind earth's atmosphere, break free of the atmosphere and are then seen against the night sky.
If you view this video in full screen detail, you notice that emerging stars appear to get DIMMER once they are above earth's atmosphere. This seems counterintuitive. One expects these stars emerging to get BRIGHTER.
