happens on salt water bordering USA states, as well as bays etc. is
unclear to me.
Each state's "territorial seas" extend out from shore for three nautical miles, "one marine league," the same as it had been for the U.S. prior to Reagan's announcement of the U.S. adopting the 12 mile limit. But that change did not change the limits for individual states in the U.S.
