David,
You Ask:
"To change the subject slightly - given that the Hydrographic Office had an excellent (in my opinion) set of tables in Dreisonstok why did they put resources into a competing set of tables (Ageton)?"
The Ageton method works off any assumed position including the DR position. The advantage of this is that intercepts are short so any slop or small error in azimuth will cause less of error on an EP or fix. I like very much the compact Haversine Doniol method and the Ageton Classic method which also work off the DR position. There are numerous posts in the archives on these alternate short methods and their advantages.
