Another option to consider might be a classroom course put on the Canadian Sail and Power Squadrons, a sister organization to the US Power Squadrons. Both organizations are leaders in boater education. I'm not familiar enough with Vancouver Island to suggest the nearest squadron (chapter) but there are 11 of them on the island:

After scrolling down to see the list of squadrons, if you click on "courses" on the menu bar on the top and then "advanced courses," you'll find mention of "Offshore Navigation - Level 1" and Offshore Navigation - Level 2" Celestial is taught (including hands-on sextant practice) in both of these courses where the emphasis is all aspects of offshore navigation, not just celestial.
