Of course, naval vessels are more obvious "exclusion zones." You stay away from ANY active military unit. But there's a catch here: this ship, an oiler, is a non-commissioned vessel operated mostly by civilians. It doesn't even look like a naval vessel. Yet they are trained to fire on approaching vessels under USN rules.
