This correction was first noted in the 1600's. The orbits of Jupiter's moons had a seasonal time wobble. They ran minutes ahead of mathematical predictions when the earth was closest to Jupiter, and lagged when the earth was on the far side of its orbit. From this data the first ballpark estimate of the speed of light was made.
