Its an incorrect fact. I use both broadband and dial up as I move around and can and do download large files via dial up. It just takes longer.
Don't forget the NavList has an international audience. I would have no idea what the situation is in other countries.
One advantage of Gmail is that I get to see a small version of the graphic with the message and can decide whether or not to download the larger file.
Incidentally, the small graphic looks like nice examples of standard distributions. I'm still not sure what they are supposed to signify. The conclusion remains obscure.
