I doubt that the overlap is accidental since it is in all years of the Air Almanac and the amount of overlap varies. I suspet that it is done for formating reasons. The number of entries needed varies with the declination of Polaris, four entries for every minute that the declination varies from 90 degrees north. When the declination is 89-11then there must be 196 entries but when it it 89-20 then there are only 160 entries. The table is eight columns wide and in 1982 there were 26 entries per column, a total of 208 and but only 196 were needed so an overlap of 12. In 2016 there are 23 entries per column a total of 184 but only 160 are now needed hence an overlap of 24.
